Did the Governor really turn on Merle or is it all planned?

The Governor is a smart guy and he thinks of methods to get what he wants, so when he turned on Merle at the end of episode 8 “Made to Suffer” I was surprised that he did that. But then I read the comments by Glen Mazzara and Robert Kirkman about that part and it made sense. Merle didn’t kill Michonne as he said he did in a previous episode and now the Governor lost his walker daughter and his right eye because of Michonne, so he’s angry about that and he’s changing to be a darker person.

But I read a comment by someone on another site where they said that the Governor could have planned this, to say that Merle is a traitor and make Daryl think that Merle is not on the Governor’s side. The Governor, knowing that Daryl’s group will come back for him and Daryl will probably want to bring Merle with him, so the Governor can get an “inside” man with Merle. We all know that Rick and Merle will most likely not get along, especially now since Merle beat Glenn up, and they will not want to be in the same group together. So who knows what’s going to happen there.

So what do you think? Is the Governor turning on Merle all a plan to get Merle inside the prison? Or is the Governor done with Merle because he lied to him about Michonne?
