In a recent interview with IGN, The Walking Dead producer Gale Anne Hurd talked about season 4 and it sounds like they will be skipping some time between season 3 and season 4. What that means is that season 4 will not pick up right after where season 3 left off. They will most likely skip the whole winter again as they did between season 2 and 3.

Hurd: I don’t think it’s changing it. Every season, yes, there will more than likely be a passage of time. It’s unlikely to follow directly after the end of this episode.
