Issue #19 begins with a hooded woman that has two chained zombies, with their bottom jaws and arms removed, following behind her. She hears someone coming and watches as Otis rides by with a horse and carriage. She kills a few zombies with her sword and then walks with her two chained zombies in the direction that he was headed.
At the prison, Patricia says to Dexter that he told her that he wouldn’t kill Rick’s group, just make them leave. Rick tries to get Dexter to talk but Dexter just wants them to leave the prison. Axel tries to talk some sense into Dexter, that it doesn’t have to be this way. Dexter says that Axel can leave with Rick’s group. Rick asks Dexter where he got the guns and he tells him from the armory in A-Block. A large group of zombies come busting out of A-Block and towards everyone.
Otis reaches the outside of the prison and yells for them to open the gate but sees the commotion going on inside. He finds himself surrounded by zombies outside but the hooded woman from earlier rescues him. She takes out quite a lot of zombies with her sword.
Rick and the others inside the prison are shooting down and killing zombies however they can. Rick even saves Dexter’s life by shooting a zombie behind him. Dexter says to Rick that a smart man would have let the zombie get him. Rick’s eyes are shown, like he is thinking. Rick then shoots Dexter in the head and Patricia yells out that he’s been shot. Rick says that it must have been a stray bullet. They finish taking out the zombies and Andrew surrenders the weapons that he had.
The hooded woman helps Otis up as he was hiding under the carriage. She tells him that the two chained zombies can’t hurt him, they were her boyfriend and his best friend. They somehow kept the other zombies from attacking her. Otis and the woman walk to the prison gate. Rick and the group meet Otis outside and he tells them about the woman who saved him. Rick tells her that she can stay there but she can’t bring in her two chained zombies. She then chops off the heads of the two chained zombies. Andrew is then seen running out of the prison and Rick and the others let him go.
Rick and Tyreese talk. Tyreese says he saw what Rick did with Dexter and although he thinks it was the right thing to do in that situation, he says maybe Rick should re-think his whole no killing stance.
